Yes I agree. However you need to understand the idea before being able to provide uselfull feedback. The idea you linked, although very interesting, I am not able to fully understand it.
I think this would be a good idea and I also think that if ideas were traded, then I could get feedback and if I get feedback for every idea, I will know which ideas get the most positive attention, therefore I can use natural selection to choose the ideas that get the most positive feedback and therefore work on those.
